The Dec. 26, 1915 Washington Post notes that "W. R. Barksdale Stevens has been probationally appointed clerk in the bureau of foreign and domestic commerce."
He was an attorney with the well-known Houston law firm of Baker Botts and Vinson and Elkins before becoming a trial attorney for Shell Oil Company. He is listed as a professor at South Texas College of Law for 1926-27 and later joined the faculty of University of Houston Law School.
His WWI draft registration card gives his birth place as Hattiesburg, Mississippi.

He worked for Texaco in South America before returned to Jefferson Co., Texas as County Engineer.
Hugh married Vida Barber daughter of Robert Sacher Barber and Mary Rush about 1925 in Beaumont, Jefferson Co., Texas. Vida was born 1, 2 on 25 Apr 1895 in Vicksburg, Warren Co., Mississippi. She died on 20 Jul 1986 in Temple, Bell Co., Texas.
